PUI Law compliance calendar for 2026
A single timeline with the key dates of PUI compliance: the federal track and the Mexico City track, what is already in force and what is still pending as of June 2026. Built so a manager, a consultant or a lawyer can see at a glance what each stage requires and what is yet to switch on.
How to read this calendar
PUI compliance does not happen on a single date, but in stages. First came the law; then its administrative rules; then the technical specifications of the connection; and the manual that enables full interconnection is still missing. Telling these stages apart avoids two common errors: believing that “nothing applies until the final manual is out” or, conversely, believing that “you already have to be interconnected.”
It is also worth separating two planes that are sometimes mixed: the federal one, which is PUI proper, derived from the LGMDFP; and the Mexico City one, which has its own local regulation of commercial establishments and tourism. They are distinct obligations, with distinct authorities and dates. They appear on the same line here so you can see them together, without confusing them.
The dates that follow are attributed to the corresponding official publication and reflect the state known as of June 2026. Where something is pending, it is said clearly, because an honest calendar is worth more than one that feigns certainty.
The federal PUI timeline
The stages, in order, with their publication date and what each one activates.
- July 2025 — The law creates the obligationThe LGMDFP reform is published. Art. 12 Bis (lodging obligation) and Art. 43 Bis (penalty) are born. From here, identity registration is the underlying duty.
- 27 November 2025 — GuidelinesThe Guidelines developing how to comply with registration and prepare are published in the DOF. Administrative compliance is defined.
- 23 January 2026 — Technical Manual v1.0The DOF publishes the technical specifications of the connection: REST/JSON, JWT, AES-256-GCM encryption, SHA3-256 hashing and TLS. The “how to connect” is now on the table.
- Pending — SNIP Operations ManualNot yet published as of June 2026. When it appears, it opens 45 business days to request access to the system, a requirement for granting it. It closes full interconnection.
The state as of June 2026
What is already enforceable, what is published and what is still on hold.
Identity registration: enforceable
The duty to register the guest’s identity is already in force. It does not depend on any pending manual.
Guidelines: published
The administrative framework of compliance has been in force since 27 November 2025.
Technical Manual: published
The connection specifications have been available since 23 January 2026; you can already design against them.
SNIP Operations Manual: pending
Full interconnection awaits this publication. Once out, the 45-business-day window to request access begins to run.
Mexico City: separate local rule
Mexico City has its own obligations for commercial establishments and tourism, with their own dates and authorities.
Penalty: in force
Art. 43 Bis sets 10,000 to 20,000 UMA per infraction, roughly $1,173,100 to $2,346,200 MXN at the 2026 UMA of $117.31.
The Mexico City plane
Beyond the federal obligation, Mexico City has its own local regulation covering commercial establishments and tourism service providers. It is a framework distinct from federal PUI: another authority, another basis and another calendar. A lodging in Mexico City must therefore attend to both planes without assuming that complying with one satisfies the other.
The method recommendation is to treat the federal and the local as two parallel tracks. Federal PUI is governed by the LGMDFP and its DOF instruments; the Mexico City obligation is governed by the city’s own regulation. To avoid mistakes, verify each plane against its source and do not extrapolate dates from one to the other.
