PUI Law in CDMX: comply with the federal and the city’s extra rules

A hotel in Mexico City must comply with the federal PUI and, on top of that, the city’s own requirements in force since April 18, 2026: guest photo, times, plates, CCTV and record retention. PUIhoteles covers the federal part for you.

In CDMX there are two layers of compliance, not one

If your hotel is in Mexico City, you have one more layer than the rest of the country. First, federal PUI: Article 12 Bis of the LGMDFP requires you to register guest identity and connect to the Single Identity Platform, with the Article 43 Bis fine for anyone who fails. On top of that, CDMX added its own requirements for properties within the city, in force since April 18, 2026. The CDMX extra requirements (in force since Apr 18, 2026)

What your hotel in the city must meet in addition to federal PUI.

Photo ID

CDMX requires registering the guest with a photo ID, in addition to the data federal PUI requests.

Entry and exit times

You must record each guest’s entry and exit time, not just the stay date.

Plates, driver and room

If the guest arrives by car, the vehicle plates, the driver and the assigned room are recorded.

CCTV in common areas (90 days)

Cameras in common areas with recordings kept for 90 days. This is physical infrastructure you install at your property.

Keep records for 1 year
